Charles was born about 1845 in Bedwellty, Monmouthshire.1   Charles' father was Benjamin STEIR and his mother was Mary STEIR. He had four brothers and a sister, named Joseph, Thomas, John, Frederick Ed and Elizabeth.  He was the third youngest of the six children.
