Frank was born about 1861 in Surrey.1   Frank's father was Richard STEERS and his mother was Frances A Cannon.  His maternal grandfather is <Unknown> and his maternal grandmother was Elizabeth CANNON. He had two brothers and three sisters, named Edward, Charles, Elizabeth, Susan and Milicent.  He was the third youngest of the six children.
