William was born about 1870 in Bovey Tracey Devon.1   William's father was Steer and his mother was Jane STEER. He had four brothers and four sisters, named Thomas, Walter, Louis, Jonas, Emily, Lizzy, Alice and Francis.  He was the oldest of the nine children.
