Walter was born about 1840 in Sheffield, Yorkshire.1   Walter's father was George STEER and his mother was Fanney STEER. He had four brothers and a sister, named Samuel, Thomas, Trulove, Farewell and Charlotte.  He was the second oldest of the six children.
