Louisa was born about 1847 in Whitestone, Cornwall.1   Louisa's father was James STEER and her mother was Elizabeth STEER.  Her maternal grandfather was William BICHRI and her maternal grandmother is <Unknown>. She had a brother and two sisters, named William James, Mary Elln and Elizabeth Ann.  She was the second youngest of the four children.
