Jasper was born about 1888 in Brixham  Devon.1   Jasper's father was Jasper STEER and his mother was Susanna STEER. He had four brothers and three sisters, named Alfred, Harry, Barrett, Robert, Ada, Ethel and Susie.  He was the third oldest of the eight children.
