Herbert was born about 1881 in Brighton Sussex.1   Herbert's father was John E STEER and his mother was Harriet M Pate.  His maternal grandfather is <Unknown> and his maternal grandmother was Keziah PATE. He had a brother and three sisters, named Oliver H, Alice, Lily and Kate.  He was the second oldest of the five children.
