Herbert was born about 1895 in Wath on DN, Yorkshire.1   Herbert's father was William J STEER and his mother was Sarah A STEER. He had three brothers and three sisters, named Tom K, William, George K, Charlotte, Rhoda and May.  He was the second youngest of the seven children.
