Harriet was born about 1826 in Stokenham, Devonshire.1   Harriet's father was Sampson L STEER and her mother was Mary STEER. She had a brother and five sisters, named Luscombe, Mary, Jane, Emma, Elizabeth and Grace.  She was the oldest of the seven children.
