Fred was born about 1888 in Newton Abbot, Devonshire.1   Fred's father was Thomas STEER and his mother was Sarah M STEER. He had four brothers and a sister, named William, John T, Frank, Albert and Elizabeth.  He was the second youngest of the six children.
