Fanny was born about 1858 in Crediton Devon.1   Fanny's father was Samuel STEER and her mother was Fanny Labbett.  Her maternal grandfather is <Unknown> and her maternal grandmother was Susan LABBETT. She had two sisters named Mary Ann and Harriet.  She was the youngest of the three children.
