Edmund was born about 1864 in Sussex.1   Edmund's father was James STEER and his mother was Caroline STEER. He had five brothers and three sisters, named Walter, Samuel, Isaca, George, Joseph, Ellen, Louisa and Elizabeth.  He was the second youngest of the nine children.
