Charles was born about 1846 in Boughton Malherbe, Kent.1   Charles' father was James STEER and his mother was Elizabeth Ann Boorman.  His maternal grandfather was William BOORMAN and his maternal grandmother is <Unknown>. He had three sisters named Sarah A, Elizabeth and Mary A.  He was the second oldest of the four children.
