Arthur was born about 1881 in Croydon Surrey.1   Arthur's father was Arthur STEER and his mother was Elizabeth STEER.  His paternal grandparents are <Unknown> and <Unknown>. He had a brother and three sisters, named William, Alice, Ann and Kate.  He was the youngest of the five children.
