Arthur was born about 1885 in Ecclesfield Yorkshire.1   Arthur's father was Joseph STEER and his mother was Sarah A STEER. He had two brothers and two sisters, named William, Thomas, Minnie A and Florence.  He was the third oldest of the five children.
