Allen was born about 1854 in Horsell.1   Allen's father was Isaac STEER and his mother was Elizabeth STEER. He had five brothers and two sisters, named Abel, Isaac, Stephen, Dan, Baby, Ellen and Emma.  He was the third youngest of the eight children.
