Alfred was born about 1878 in Rudgwick, Sussex.1   Alfred's father was William STEER and his mother was Elizabeth STEER.  His maternal grandfather is <Unknown> and his maternal grandmother was Elizabeth FRANCIS. He had a brother and two sisters, named William, Eliza and Kate.  He was the second youngest of the four children.
