Phoebe was born in 1854 in Freckleton.  Phoebe's father was James HARTLEY and her mother was Phoebe SELLERY.  Her maternal grandfather is <Unknown> and her maternal grandmother was Mary SELLERY. She had a brother and two sisters, named John, Mary and Esther.  She was the second youngest of the four children. She had a half-sister named Ann.
