Owen was born in 1906 in Liverpool.1  Owen's father was Thomas Millington and his mother was Annie Williams.  His paternal grandparents were Thomas Millington and <unknown>. He had two brothers and three sisters, named Samuel, Thomas, Elizabeth, Annie and May.  He was the youngest of the six children.
