Walter was born on December 2nd, 1862 in Elton and his baptism took place on January 4th, 1863.1 2  Walter's father was James Mather and his mother was Elizabeth Lee. He had two brothers and two sisters, named Daniel, William, Sarah and Elizabeth.  He was the second oldest of the five children.
