Elis was born in 1733 in Entwistle and his baptism took place on September 25th, 1733 at St. Mary-the-Virgin (Blackburn).1  Elis' father was George Howarth and his mother was Ellen Greenhalgh. He had two brothers and three sisters, named Richard, Ann, Elizabeth, Ellen and Ann.  He was the oldest of the six children.
