Alta was born on April 1st, 1894 in Wayne, Ashtabula County, Ohio. Alta's father was John Halowell Phillips and her mother was Barbara Jane Gilbert. Her paternal grandparents were Levi Phillips and Hannah Matilda Hallowell. She had seven brothers and two sisters, and also a sibling of unknown gender, named George , James, Charles, Daniel, Earl , Clarence, Floyd, Betsey, Mary and Lidy. She was the youngest of the eleven children.-
