Charles was born in 1889.  Charles' father was Cashus Van Winkle and his mother was Cordelia T. Azbill.  His maternal grandparents were James Azbill and Mahala Jane Bicknell.  He was the eighth of nine children.  He had six brothers and two sisters, named William, James, Sidney, Cashus, Nelson, Leslie, Mahalia Etta and Pearl.
