Howard was born in 1919.  Howard's father was Dennis Ira Abney and his mother was Elnora.  His paternal grandparents were William A Abney and Sarah Margaret Bicknell.  He is the youngest of two children.  He has a brother named Park.  He has three half-brothers and two half-sisters, named William, Ira, Edwin, Sylvia and Mary Lou.
