James was born in 1857 in Kidderminster, Worcestershire, England.1 James' father was Thomas PASSEY and his mother was Charlotte PASSEY(nee UNKNOWN). His paternal grandparents were Thomas PASSEY and Elizabeth UNKNOWN. He had four brothers and four sisters, named Thomas, John, George, William, Sarah, Charlotte, Annie and Lillian.
