Frances was born in 1909 in Pine Grove, VIC.1 Frances' father was Albert Charles CLEE and his mother was Harriet WILLMAN. His paternal grandparents were William Henry CLEE and Elizabeth Henrietta TURPIN. He had a brother and a sister, named Charles and Lilia. He was the second oldest of the three children.-
