Riley was born in 1828 in Floyd, Kentucky, United States. Riley's father was Samuel Hall and his mother was Spicy Ray. His paternal grandparents were Reuben Hall and Nancy Branham Smith. He had three brothers and four sisters, named Henry, Samuel, Harrison Harmon, Mary Polley, Catherine Cynthia, Rebecca and Louisa. He had a half-sister named Mary. He died at the age of 23 in 1851 in Pike, Kentucky, United States.-
