Cecil Francis was born on April 17th, 1917 in Haskell Co, KS. Cecil Francis' father was David Elisha Roberts and his mother was Sarah Effie Lucas. His paternal grandparents were Thomas Jefferson Roberts and Naomi Frances Rogers. He had two brothers named Vernon Marion and Calvin Ernest. He died due to Heart Attack at the age of 55 on October 21st, 1972 in Enid, Garfield Co, OK. He was buried in Ulysses, Grant Co, KS.General Notes
