Penecia was born in 1833 in Barren, Kentucky, USA. Penecia's father was Austin Foster and her mother was Lucinda Boyd. Her paternal grandparents were Thomas Foster and Susanna Foster. She had four brothers and two sisters, named John William, Joseph Benjamin, Thomas Crittenden, George Henry, Martha Ann and Sarah Elizabeth. She was the fourth oldest of the seven children.-
