Walter was born about 1458 in Bedgebury, Cranbrook, Kent, England. Walter's father was John Culpepper and his mother was Agnes Gainsford. His paternal grandparents were Walter Colepeper and Agnes Roper. He had a brother and two sisters, named Alexander, Isabel and Joyce. He was the second youngest of the four children.
