Oliver was born in 1195 in Clist Champernown, Devon, England.1 Oliver's father was Henry de Champernowne and his mother was Rohais de Tracy. His paternal grandparents were Henry de Champernowne and Mabel of Gloucester; his maternal grandparents were Sir William de Tracy II and Pomeroy. He had a brother named John.
