William F. was born on September 12th, 1874. William F.'s father was Burrell Frank BYWATERS and his mother was Annie L. (Or M. ) BROWNING. His maternal grandparents were William Lloyd BROWNING III and Margaret A. LILLARD. He had a brother and a sister, named Hugh L. and Bessie M.. He was the youngest of the three children.
