Franklin was born on February 11th, 1906.1   Franklin's father was James Franklin Whicker and his mother was Florence Caldonia Welch. He had two brothers and five sisters, named Authur N. A., James Ralph, Pearl Mae, Katie Ann, Wilma Lee, Iva Rana and Flora Edith.  He died at the age of 61 in 1967.1
