Herbert was born about 0884 in of, Vermandois, Normandy, France.1   Herbert's father was Herbert.  His paternal grandfather was Pepin II Quentin Vermandois. He had two brothers and three sisters, named Hugo De, Odo De, Beatrice, Miss De and Adela De.  He was the third oldest of the six children.  He died in St Quentin, Peronne.1
