Garvis was born in 1902 in KY.1 Garvis' father was Nay Dyer Pinnegar and his mother was Louisa Newton. His paternal grandparents were William Jackson Pinnegar and Nancy Elizabeth Ingram; his maternal grandparents were George Newton and Mary Elizabeth Newton. He had a brother and five sisters, named Hubert N, Drucilla Delena, Gertrudie, Inez, Lola Agnes and Mary Elizabeth. He was the third oldest of the seven children.-
