Baldwin was born in 0850 in Cleves, Germany. Baldwin's father was Count Luitgarde of Cleves and his mother is Bertha. His paternal grandfather was Count Eberhard of Cleves and his paternal grandmother is Bertha. He was an only child. He died at the age of 67 in 0917.
They had a daughter named Yolande.
