About 862 Baldwin I, son-in-law of the Carolingian emperor Charles theBald (later Charles II, Holy Roman emperor), was created the first countof Flanders. Under Baldwin I and Baldwin II, Flanders was made secureagainst the incursions of the Vikings. In the early part of the 10thcentury, Baldwin III laid the basis for the industrial and commercialgreatness of the region by establishing the wool and silk industries atGhent and instituting annual fairs at Brugge (Bruges), Ieper and othertowns.
