Dials was born in 1870 in Kentucky.1 Dials' father was John Thomas,Jr. Williams and his mother was Frances Ritchie. His maternal grandfather was John Ritchie and his maternal grandmother is Sylvania Sizemore. He had eight brothers and three sisters, named James Henderson, Preston, Bayless, Jeremiah, Elijah, Jason, Green B., Robert B., Louisa, Lorana and Jincy.
