Clement was born in 1847 in New Sleaford, Lincs, Eng. Clement's father was Clement ROSSINGTON and his mother is Ann TOPPER. His paternal grandparents were Christopher ROSINGTON and Mary PROCTOR; his maternal grandparents are John TOPPER and Ann CLARK. He had four brothers and three sisters, named William, John, Thomas, Christopher, Mary, Sarah and Mary. He was the youngest of the eight children.
