Frances was born in St. Martin's in the Fields,England. Frances' father was Thomas Cecil and her mother was Dorothy Neville. Her maternal grandparents were John Neville and Lucy Somerset. She had six brothers and seven sisters, named William, Richard, Edward, Thomas, Christopher, David, Mildred, Anne, Catherine, Lucy, Mary, Susan and Elizabeth.
