He was a employee of the city of South Charleston and was a veteran of World War II. He was a Methodist.
Surviving: wife, Melinda Crowder Bailey, daughters, Louise Burdette of Elkview, Hilma Stover of Cross Lanes, Bertie Lee Mann of Cedar Town, Ga.; stepdaughter, Charlene Oxley of Charleston; sisters, Louise Boggess of Radcliff, Ky., Patty Flick of Norfolk, Va.; brother, Collett Bailey of Norfolk; eight grandchildren; eight great-grandchildren.
Service will at noon Wednesday at Stevens-Grass Funeral Home, Malden, with the Rev. Roger Meadows officiating. Burial will be in Paterson Cemetery, Tad.
‌Chester Elmore and Evangeline Geneviene Eugene were married in a religious ceremony in March 1935 in Charleston, Kanawha, West Virginia, USA. They had a daughter named Louise.
