Fernando's father was Francisco Bascuñan y Jofre and his mother was Francisca Cea.  His paternal grandparents were Alvaro Nuñez de Pineda y Bascuñan and Magdalena Jofre y Madariaga; his maternal grandparents were Fernando de Cea and Teresa Ortiz de Tena.  He was an only child.
