Oliver was born on April 18th, 1885 in Flint Hill, Coosa Co., AL.1 Oliver's father was William Riley Brown and his mother was Sarah A. Culver. His maternal grandparents were Asa Oliver Culver and Nancy Jane Pody. He had four brothers and two sisters, named Clarence, William Alexander, James Edward, Lon E., R. Florence and Minnie B..
