William de was born about 1103 in St Pierre & Runstone, Chepstow, Monmouthshire, Wales.  William de's father was Ranulph le Meschin , 3rd Earl of Chester and his mother was Lucy (Lucia) of Mercia. He had a brother and a sister, named Ranulph de and Adeliza Alice le.  He was the youngest of the three children. He had two half-brothers and a half-sister, named William de, William de and Beatrice de.
