William was born about 1150 in Bampton, Tiverton, Devonshire, England.  William's father was Fulk Paynel , of Bampton and his mother was Aude Abrincis. He had two sisters named Christiana (Paganel) and Gundreda.  He was the youngest of the three children.  He died in 1228.
