He was electe d to the General Court in Ipswich in 1635, and to the General Court from Topsfi eld, MA. in 1665. The layout of the Bellingham Grant in Salem, MA. was made by Maj. William Hathorn & Ensign Thomas Howlett, & confirmed in Oct. 8, 1662. Esta blishment (aggreement) of the village at Enon, the dividing line between Salem & Ipswich was signed by Thomas Howlett & seven others. Ensign Thomas Howlett wa s a carpenter. The term Ensign meant Sargent at Arms.
