Agnes was born about 1174 in Tutbury Castle, Staffordshire, England.  Agnes' father was Earl of Chester Hugh De Kevelioc De Meschines Earl of Chester and her mother was Bertrade De Montfort.  Her paternal grandparents were Earl of Chester Ranulph De Meschines Earl of Chester and Maud FitzRobert; her maternal grandparents were Comte D'Evreux Simon II De Montfort Comte D'Evreux and Maud (Amicia) De Beaumont. She had a brother and six sisters, named Ranulf, Matilda, Beatrix, Amicia, Mabel, Hawise and Helga.  She died on November 2nd, 1247.

‌Agnes and William IV were married in a religious ceremony in 1192 in Cheshire, England.  They had a son and three daughters, named William V, Ivette, Sibyl and Bertha.
