Cecily de was born about 1240 in Bernard Castle, Gainford, Durham, England.  Cecily de's father was John I de Baliol , Regent of Scotland and her mother was Devorgilla of Galloway.  Her paternal grandparents were Hugh de Baliol , Lord Gainford and Cicely de Fontaines; her maternal grandparents were Alan of Galloway , Constable of Scotland and Margaret de Huntingdon. She had three brothers and three sisters, named Alexander, John II de, William de, Eleanor (Alianora) de, Ada de and Euphemia.  She was the oldest of the seven children.  She died before 1273.

‌Cecily de and John de were married in a religious ceremony about 1256 in Bernard Castle, Gainford, Durham, England.  They had three daughters named Devorguilla de, Hawise de and Margery (Margaret) de.
