Baldwin was born about 1102 in Isle of Wght, Eng, . Baldwin's father was Richard Seigneur de Reviers and his mother was Adelise Peverel. His paternal grandparents were William Seigneur de Vernon and Emma FitzOsbern. He had a brother and two sisters, named Lord William, Hawise (Maud) and Joan.
