Permelia was born on May 23rd, 1882 in Hatch, Garfield Co., Utah, U.S.A..1 Permelia's father was Meltiar Hatch and her mother was Mary Ann Ellis. Her paternal grandparents were Ira Stearns Hatch and Wealtha Bradford; her maternal grandparents were John Henry Ellis and Harriet Hales. She had three brothers and six sisters, named John Henry, Elias, David King, Julia, Harriet, Myra Isabell, Margaret, Rhoana Elizabeth and Mary Ann. She was the youngest of the ten children.
